ADOPTION OF MINUTES: Minutes of the Regular Council Meeting held August 11, 2015 at the City of West Kelowna Council Chambers
TUP 15-02, Temporary Use Permit, 728 Petterson Road Recommended Motion: THAT Council approve a Temporary Use Permit (File: TUP 15-02) to allow a secondary dwelling in the form of a mobile home on the subject property at 728 Petterson Road (Lot 2, DL 3111, ODYD, Plan EPP34034) for a period of three years subject to the conditions outlined in the attached Permit; and THAT issuance of the Temporary Use Permit be withheld pending registration of a standard wildfire hazard (building) covenant on title; and THAT if the Temporary Use Permit has not been issued within one year from the date of approval, the Permit shall be deemed to have been refused and the file closed.
Advisory Committee on Health Care – Recommendations Recommended Motion: THAT Council refer the Advisory Committee on Health Care recommendations to staff for review and direct staff to report back to Council.
Development Cost Charge Bylaw Recommended Motion: THAT Council give first reading to City of West Kelowna Development Cost Charge Bylaw No. 190, 2015; and THAT Council direct staff to conduct a public consultation process regarding the proposed Development Cost Charge Bylaw and associated rates
Third Reading of Draft Regulations for Carriage Houses Recommended Motion: THAT Council give third reading to District of West Kelowna Official Community Plan Amendment Bylaw No. 0100.33, 2015; and THAT Council give third reading as amended to District of West Kelowna Zoning Amendment Bylaw No. 0154.14, 2014; and THAT Council give first, second and third readings to City of West Kelowna Fees and Charges Amendment Bylaw No. 0028.38, 2015; and THAT Council give first, second and third readings to City of West Kelowna Bylaw Notice Enforcement Amendment Bylaw No. 0093.25, 2015; and THAT Council give first, second and third readings to City of West Kelowna Ticket Information Utilization Amendment Bylaw No. 0095.23, 2015; and THAT Council give first, second and third readings to City of West Kelowna Business Licensing and Regulations Amendment Bylaw No. 0087.06, 2015.

BC Transit Annual Operating Agreement Recommended Motion: THAT Council authorize the Mayor and General Manager of Administrative and Protective Services to execute the 2015-2016 Annual Operating Agreement (AOA) between British Columbia Transit, First Canada ULC and the City of West Kelowna.
Fortis BC 2015 Community Giving Grant Recommended Motion: THAT Council direct staff to nominate the Westbank Lions Community Hall washroom and water line improvement project for the Fortis BC 2015 Community Giving Grant and direct staff to work with the Westbank Lions Club to complete the nomination form.
